On Friday, June 28, 2019, agents from the FBI Office in Atlanta, Georgia and detectives from the Sacramento Police Department arrested 59-year-old Mark Manteuffel on multiple charges related to three separate incidents that occurred between 1992 and 1994 in the City of Davis, the County of Sacramento and the City of Sacramento.
The arrest came after a collaborative and extensive investigation with the Sacramento County Sheriff’s Office, the Davis Police Department, the Sacramento County District Attorney’s Office, Yolo County District Attorney’s Office, FBI – Sacramento Field Office, and the Sacramento Police Department.

CARMICHAEL, CA (MPG) - After many years of photographing the Carmichael Elks July 4 Parade, this reporter this year chose to bicycle the procession route. I could surely trick out my bike in a couple of hours like the gung-ho teenager in the YouTube tutorial.
On July 3, I bought crepe paper, glue gun, wee flags etc. Well, the decor project took me all day and till 3 am, July 4. I was exhausted even before I reached the marshalling ground.
As I had to photograph the pageant, I shouldered my camera bag. I planned to stop here and there on the two-mile route to do pictures. Among 90 parade units I was an unregistered tag-along. Though no one expected me, I was welcomed with whistles and holiday goodwill. However, a mustachioed Keystone Kop did ticket me for “impersonating a pedestrian.” He fined me one hug.
I guess decorating a bike for a parade was once a rite of passage for American kids. These days, they have iPhones instead. On that day, nobody but this immigrant (of a certain age) bestrode such a chariot of Americana. I was a bigger novelty than the pirate galleon’s simpering mermaids.
Along the route, neighbors waved in wonderment; children yelled “I want that bike” and whenever I stopped, people demanded selfies with my patriotic pedaler. The velocipede soon took on a life of its own.
Having too much fun, I circled back behind the Congressman (he called: “Susan, is that you?” in astonishment) and I rode the slow-moving pageant several times. What a ham.
Mark Twain suggested everyone should ride a bicycle: “You will not regret it,” he said. “If you live.”
When I at last reached Carmichael Elks, I handed my camera to friend Betty and told her to snap me waving like Princess Charlotte. I pedaled past a vintage milk truck and wielded one last salute. The treacherous handlebars turned on me. Bike and I toppled into the gutter. Oooh, cried the crowd. Ouch, cried I. Grazes everywhere. We won’t publish that picture.
I rode home with a skewed mudguard squeaking against my tire. On California Avenue, a man in a wife-beater tee-shirt looked up from his barbecue and hollered: “Hell, yeah!”
Bruises and all, I won't regret my ride in the 2019 parade. If I live, that is.


SACRAMENTO, CA (MPG) - On July 1, 2019 at approximately 0450 hours, CHP received a call of a 4 to 5 vehicle traffic collision involving a motorcycle on I-80 westbound west of the I-80/SR-51 split. Numerous North Sacramento Units responded to the scene. CHP was first on scene and located a male unconscious in the #5 lane of I-80 westbound. All lanes of traffic were blocked due to vehicles and debris from the collision. Officers initiated CPR until they were relieved by Sacramento Metro Fire. Upon the arrival of Sacramento Metro Fire Department, they pronounced the male motorcycle rider deceased at 0501 hours.
The motorcyclist was riding his motorcycle on I-80 westbound at a high rate of speed, weaving in and out of traffic. The motorcycle collided with the right front of a Ford-F250. This collision caused the motorcyclist to be ejected from his motorcycle onto the roadway and the motorcycle continued without a rider on I-80 westbound. 2-3 other vehicles were involved in this collision after the initial impact between the motorcycle and Ford-F250.
All lanes except for the #1 lane remained closed until the coroner arrived on scene. Cal-Trans responded with a cone truck for a hard closure and a sweeper to clean debris from the traffic lanes. At 0804 hours, all lanes were open.

CARMICHAEL, CA (MPG) - When Laura Hutchison applied to join the Carmichael Chamber of Commerce, she little guessed she’d be queen for a day. Fellow members recently surprised the business woman – their 300th member -- with proclamations and flowers. “It’s a wonderful accomplishment for the Chamber,” Hutchison responded. “I’m glad to have helped.”
The business organization has experienced plentiful and lean years in its 71-year history. With revitalized leadership and growth, its membership hovered close to the three-century mark during the first quarter of 2019. Ten new merchants joined in May. Hutchison unknowingly filed the jackpot application.
She had previously worked as a membership director for the California Restaurant Association and ran her own event decorating business. At the age of 45, the mom of two decided on a real estate career; Lyon Real Estate’s Sacramento office is her base. Hutchison multi-tasks as a counsellor for youth programs at her Church of Jesus Christ of Latter-day Saints, and is also Carmichael Soccer Club president. She joined the Chamber of Commerce at the invitation of fellow soccer parent Joe Green.
“The Chamber is thrilled to welcome Laura in her new career,” said Chamber Vice-President Green. “Increased membership means more networking opportunities for local businesses. A strong financial footing also enables us – as a non-profit – to give back to the community as we’ve always hoped.”

CARMICHAEL, CA (MPG) - The Carmichael Chamber of Commerce hosted Mark Orr, the new Athletics Director at California State University, Sacramento, for its luncheon on June 25. Prior to Mark’s arrival, Hornet Sports had been outsourcing its community outreach task, but now he has taken on the effort for the Department.
“It all starts with great coaches,” said Orr speaking about the state of the region’s sports panorama. “Ambitious, great, young people at their peak of performance are coming from all our local schools and playing sports at Sac State at a 60 percent rate,” he said making a case for a local ethos of sports vitality.
Like all great coaches, he exudes that positive ethos having had an energetic athletic career during his more youthful years. Born and raised in Sacramento, Orr studied and played football at Christian Brothers High School, even winning “the Holy Bowl against Jesuit High School,” he chuckled. After that he entered the College Football circuit playing at Cal Berkeley, where he graduated with a Bachelor in Social Welfare and a Master’s degree in Education.
With all the economic and social problems in young people’s lives, “I really believe college sports can make a difference,” he said. Sac State students enrolled in sports programs have an 86 percent rate of graduation, “that’s better than the student body, and our Women’s Basketball has the highest GPA in the nation,” he said.
Prior to accepting the offer at Sacramento State, Orr was the Director of Athletics and Recreational Sports in the East Bay’s Saint Mary’s College. During his time at the college, Orr was the Senior Associate Director of Athletics for Finance which added significantly to the institution’s infrastructure and Saint Mary’s success in sports in the last decade.
With Sac State’s well developed infrastructure, Orr’s task is now to bring the relevance of the university’s sports to the community. For those who can’t attend, “KOVR will televise all our Football games, and Radio 1320AM will air our games,” he said. “You’re going to see good sports; our baseball, for instance, is Number 1 beating UCLA,” he added with confidence.


SACRAMENTO COUNTY, CA (MPG) - The members of the Sacramento County Board of Supervisors and plaintiffs in the class action litigation suit Mays vs. County of Sacramento, represented by Prison Law Office (PLO) and Disability Rights California (DRC), have reached an agreement on a consent decree regarding jail conditions.
Multiple counties throughout the state, including Santa Clara, Fresno and Riverside, have been targeted with similar lawsuits and challenges. Sacramento County has been working collaboratively for several years with Plaintiffs’ counsel to reach agreement on a plan to bring the jail up to current Constitutional standards.
By agreeing to settle the lawsuit, the County avoids significant litigation costs and the risk of potentially more challenging mandates being imposed by the court.
The consent decree addresses conditions of confinement at both the main jail and Rio Cosumnes Correctional Center and imposes new obligations on the County with regard to inmate medical care, mental health care, Americans with Disabilities Act (ADA) compliance and out-of-cell time, among other issues.
“I’m pleased this consent decree achieves common ground between the parties,” said District 2 Sacramento County Supervisor and Board Chair Patrick Kennedy. “The County will provide improvements for inmates in custody that build upon the enhancements the County has already implemented in recent years.”
The actions agreed to by the County are driven by a number of factors. The County’s main jail was built before the passage of the ADA and Health Insurance Portability and Accountability Act (HPAA). Additionally, there have been a number of federal court decisions that have set new standards and imposed new requirements on county jails.
In addition, due in part to Correctional Realignment, in which large numbers of inmates were transferred from State prisons to county jails, the County jails’ population has also changed significantly. The populations shifted from a younger, relatively healthy, shorter-term inmate population to an older, more criminally sophisticated, longer-term population with more complex physical health conditions, behavioral health conditions, including higher rates of mental health and substance use disorders, and other health and behavior issues.
Like most counties in California and across the nation, Sacramento County has seen a long-term trend of an increase in the number and proportion of jail inmates with serious mental health issues. The jail psychiatric services caseload has doubled from 2004 to 2018.
Key points of the consent decree include:
Segregation/Restrictive Housing – Inmates will be pre-screened for mental health concerns and housing, health care and management needs will be adjusted for those inmates; most inmates will receive more out-of-cell time.
Americans with Disability Act (ADA) Compliance – Policies, procedures, training and accommodations will be put in place to ensure compliance with ADA requirements.
Suicide Prevention – For inmates at risk of suicide, the County will ensure appropriate intake screening, staff training, suitable housing/environment and inmate observation.
Disciplinary Measures for Inmates with Mental Health or Intellectual Disabilities – the County will make overall changes in staff training and use of force policies, as well as consult with mental health providers when considering discipline for inmates with cognitive disabilities or mental health issues.
Mental Health Care – For inmates with mental illness, the County will ensure appropriate housing and settings for group and individual treatment, sufficient staffing to meet and maintain improved standards of care and staff training.
WEST SACRAMENTO, CA (MPG) - Sacramento River Cats manager Dave Brundage and Buffalo Bisons skipper Bobby Meacham have been tabbed the managers of their respective league’s All-Star teams for the 2019 Ronald McDonald House Charities Triple-A All-Star Game. The 32nd annual contest will take place at Southwest University Park in El Paso, Texas on Wednesday, July 10 at 7:05 MT.
In his career, PCL skipper Dave Brundage has amassed over 1,500 managerial victories in nearly two decades of managerial experience. Brundage, who made his managerial debut in 1995, is in his third season managing the River Cats. Prior to his time with the San Francisco Giants affiliate, Brundage spent four seasons with the IL’s Lehigh Valley IronPigs (Philadelphia Phillies Triple-A) compiling a 286-289 (.497) record while leading the club to an 85-58 record in 2016, the second-best mark in all Triple-A baseball. A former fourth-round selection by the Phillies in 1986, the Portland, Oregon native spent 10 seasons in the minors with the Phillies and Seattle Mariners organizations.
Joining Brundage’s staff will be pitching coach Pat Rice (Salt Lake Bees), coach Eric Martins (Las Vegas Aviators) and athletic trainer Dan Turner (El Paso). In his first season with the Bees, Rice previously served as pitching coach for the Double – A Mobile BayBears in 2018 and spent five years as the pitching coach for fellow-PCL club Fresno Grizzlies. Martins is currently in his fifth season overall as a hitting coach in the Oakland Athletics organization, and in his first year with the Aviators after spending the previous three seasons with the Nashville Sounds (2016-18) and one season with Double-A Midland of the Texas League in 2015. Turner rounds out the PCL field staff, serving as the athletic trainer, is in his ninth season with the Padres organization and has served as athletic trainer for the Chihuahuas over the last three years.
The RMHC Triple-A All-Star Game will be broadcast live on MLB Network. All-Star festivities in El Paso will begin with the Jarritos Triple-A Home Run Derby on Monday night, July 8.
